Abstract. Water management is the biggest 21st century challenge facing Pakistan due to inadequate water management practices, insufficient storage capacity, irrigation inefficiency, population explosion, overexploited groundwater, climate-induced water scarcity and India's water hegemony as a powerhouse. Similarly, Pakistan's external debt service consisted of exports. Pakistan currently has one of the highest debt levels in the world as a percentage of exports and remittances. From FY23, Pakistan's external debt service increased from 6 to almost 6. The article examines the administrative performance and public administration reforms in Pakistan. The study is based on expert opinions of civil servants collected through semi-structured interviews. Pakistan fell in the last quartile of countries, overall in all countries of Asia, due to low levels of digital literacy and poor quality networks..
