The open method of coordination does not constitute an essay




Non-hierarchical forms of governance, such as the 'open method of coordination' (OMC), require special conditions to function effectively. This article highlights three essential components of each regime and then assesses their operation in two 'real' OMCs, pensions and the information society. This article examines the regulatory techniques adopted in pursuit of the European Union's employment strategy and their constitutional impact.
